CHF Canada’s 2025 Federal Budget recommendations at a glance
As Canada faces an ongoing housing affordability crisis, co-operative housing offers a proven, people-first solution, one that Canadians support. A recent poll shows 73% of Canadians see co-op and non-profit housing as a viable fix, and 61% believe expanding access should be a top federal priority.
CHF Canada’s latest federal budget submission calls on the government to act on this public mandate and invest in a future that includes everyone. With a pipeline of shovel ready co-op projects across the country, the sector is ready to deliver affordable homes now.
Here’s what we’re asking for:
- Invest Now in Shovel-Ready Co-op Housing
The Co-operative Housing Development Program (CHDP), launched in 2024, sparked a wave of new co-op projects, but current funding won’t cover the demand. A near-term recapitalization of CHDP and the Affordable Housing Fund would unlock thousands of new homes and good construction jobs at a critical time.
- Put Co-ops Front and Centre in Build Canada Homes
The new Build Canada Homes initiative must prioritize community housing, especially co-ops and non-profits. CHF Canada recommends a portfolio-based approach that enables development at scale, includes Indigenous-led housing, and cements a strong partnership between government and the community housing sector.
- Launch a Canada Rental Protection Fund
We can’t afford to lose affordable homes already in the market. CHF Canada is urging the government to launch this long-promised fund in Fall 2025, enabling co-ops and non-profits to purchase and protect at-risk rental housing, keeping it affordable for generations.
- Advance Reconciliation Through Indigenous-Led Housing
The additional $4 billion committed to Indigenous housing must be delivered through Indigenous-led organizations like the National Indigenous Collaborative Housing Inc. (NICHI). A For Indigenous, By Indigenous approach will ensure culturally appropriate, community-rooted solutions.
- Ensure Stable Communities Through Long-Term Rental Assistance
Rental assistance helps co-ops remain inclusive, mixed-income communities. CHF Canada welcomes the government’s commitment to extend the Federal Community Housing Initiative, but urges it be made permanent and expanded to include new co-ops, ensuring no one is left behind.
