Inclusionary Zoning submission (Ontario)
Published January 26, 2026

The government is considering pausing Inclusionary Zoning requirements for projects before July 2027. We are concerned that delaying these rules could mean fewer permanently affordable homes for communities that need it the most.
CHF Canada is calling for strong provincial support to build affordable homes that stay affordable in the long term, rather than pausing Inclusionary Zoning.
Inclusionary Zoning, when paired with support for non-profit and co-op housing, can help meet Ontario’s urgent housing needs. This is especially true in transit-connected areas where more density and affordability should be prioritized.
Co-ops have shown how new developments can provide lasting, community-owned housing for families, seniors and individuals across Ontario. Strong provincial, municipal, private, and community sector partnerships are needed to meet Ontario’s growing housing needs.
