Omnibus bill proposes changes to Ontario’s eviction system for co-ops

Queen's Park in Toronto, is shown on a summer day against a clear blue skyOn October 23, the provincial government introduced Bill 60, the Fighting Delays, Building Faster Act, 2025. Some of the proposed changes which would have had a significant impact on tenants have been dropped since the legislation was first introduced. Among the many changes the legislation does propose, the province is proposing creating the authority to set out in future regulations:

  • the circumstances that qualify as “persistent” late payment of rent or housing charges for the eviction of a tenant or co-op member,
  • the factors which a Landlord and Tenant Board (LTB) adjudicator would have to consider when determining whether to postpone an eviction and set limits on their ability to postpone an eviction, and
  • the circumstances/conditions which must be met for an LTB adjudicator to set aside an eviction order.

These changes would directly apply to co-ops and their members. Many of the other changes proposed would not. CHF Canada is continuing to review the bill and will be monitoring its progress through the legislature. We will also share details of the proposed regulations as they come forward.
